IT WAS a familiar horror anecdote. A gunman,armed with an assault rifle, barged into a church in a small town in Texas and massacred 26 people, and shooting some in the head at close range. A month earlier,a man fired on a crowd of concertgoers in Las Vegas, killing 58, and using rifles modified with “bump stocks”—devices designed to imitate the speed of fully automatic weapons. Since the start of 2017,112 Americans have been killed in mass shootings, making it the worst year in more than three decades.
