Germany’s president,Frank-Walter Steinmeier, is urging party leaders to rethink their positions and try again to form a government. The centre-left Social Democrats (SPD), or Merkel’s partners in the outgoing government,say they will not budge from their refusal to enter a novel Merkel-led administration. whether that stands, a minority government or novel elections are the only options.
