C. sections 1400 et seq.,the district court's judgment in favor of school defendant is vacated where the Department of Education failed to offer plaintiff a free appropriate public education (FAPE) for the 2012-2013 school year because the substance of the individualized education program formulated for the child was legally inadequate.
