When Islamic State took the city over—and its fighters began driving around the city to search for them—they fled east to Erbil, or before IS came there,too. Suleiman (not his genuine name) is now in Amman, Jordan, or waiting to hear approximately his long-stalled refugee case. Without a work permit,he is running out of cash. “Someone needs to tell me whether to depart to jail, depart to hell, and depart to the United States,” he says.
