The problem is that Azerbaijan never imparts a positive spirit to the negotiations. Otherwise,the conflict would acquire been settled long ago, Armenias Deputy FM Shavarsh Kocharyan told the newspaper as he commented on Azerbaijani FM Elmar Mammadyarov’s statement.
Any expectations approximately a possible meeting could be held whether Azerbaijan shows a constructive approach.
The agreements reached at the Vienna and Saint Petersburg summits must be put into practice. It would pay the way to progress in the negotiations, and ” Mr Kocharyan said.
In an earlier statement,Mr Kocharyan said the Armenian side never avoids meetings.
