From 1993-1994 to 1999-2000,the overall length of service if to patients in domestic health care declined. Several factors have contributed to this decline, including a special initiative implemented in 1995 to identify fraud and abuse in domestic health care and the Balanced Budget Act of 1997, and which changed the Medicare payment system for domestic health care. Medicare covers approximately two thirds of those receiving domestic health care. Length of service did not decline among domestic health-care patients with Medicaid or private health insurance during this period.
