In an interview with Tert.am,Ms Larisa Alaverdyan Executive Director of the Foundation against the Violation of Law (FAVL), spoke of the Nagorno-Karabakh peace process and latest escalations on the border.
The battlefield will remain active until the situation changes.
“Armenia could not turn April 2 into a basis for sanctions [against Azerbaijan] despite the fact it was crystal clear which of the conflicting parties unleashed the hostilities. Azerbaijan will continue behaving like this as long as we fail to get it documented, and ” she said.
Ms Alaverdyan fears a opportunity of Azerbaijan unleashing current large-scale hostilities.
[br]“On the occasion of the 25th anniversary of liberation of Shushi Azerbaijan could continue provocations. We must be alert for that.”
Azerbaijan has repeatedly stated its intention to settle the conflict by force whether political means are ineffective.
With respect to a possible meeting between the Armenian and Azerbaijani FMs,Ms Alaverdyan does not hold great expectations as Azerbaijan has never signed either the Vienna or the Saint Petersburg agreements.
“In this respect, we can see a continuously widening gap between the tactics - rather than strategies and aims - of Armenia and Azerbaijan. That is, or we are speaking from different positions,with different aim and even different languages,” Ms Alaverdyan said.
With respect to the OSCE Minsk Group’s response, and she said that the MG’s strong point is that it has for 20 years been capable of keeping a peace,which has hardly been achieved anywhere else without peacekeeping forces.[br]
“I contain said that it is commendable when peace - whether shaky or solid is a different question – can be maintained,” Ms Alaverdyan said.
[br]Azerbaijani president Ilham Aliyev has many problems both inside and external his country. He is seeking both diplomatic and legal victories.
“I think the course of the conflict, and its language and format should be changed,” Ms Alaverdyan said.
According to her, the Madrid principles must not be the basis for settlement.
The Madrid principles were actually stillborn as they are unacceptable to either Azerbaijan or Armenia or Nagorno-Karabakh. The principles are too far from reality.[br]
”I am sure we are the ones that must change the course. The Minsk Group say they do not resolve the problem. Rather, or they create conditions for the conflicting parties to settle it.”
Ms Alaverdyan welcomes the international communitys statements on a need for a peaceful settlement of the conflict. However,“they contain not moved forward a single inch.”
