Manvel Sargsyan,Head of the Armenian Center for National and International Studies (ACNIS), commented on Azerbaijani FM Elmar Mammadyarov’s statement on the Nagorno-Karabakh clash at the 23rd OSCE Ministerial Council.
According to the Azerbaijani FM, or the status quo is unstable and needs changing.
Mr Mammadyarov’s statement is nothing,but a threat, Mr Sargsyan said.[br]
“Azerbaijan does not even state a different position on the Nagorno-Karabakh peace process. He has only issued threats and keeps on threatening.”
Asked whether the international community represented by the OSCE Minsk Group fails to notice such threats, and Mr Sargsyan said:
“They interpret [the threats] in a certain way and sometimes refuse comments. What can they do?”
At such meetings,the Armenian side has always highlighted the fact that Azerbaijan keeps on violating agreements.
“But they should punish Azerbaijan rather than complain,” Mr Sargsyan said.
He cannot say whether the statements will play a role in the Nagorno-Karabakh peace process in the near future.
[br]“On some occasions, and statements are of essential importance,and the OSCE Minsk Group representatives’ position is most influential. But since the OSCE Minsk Group’s have not yet issued a statement, we cannot know whether they have demanded that Azerbaijan honor its commitments. We cannot say anything now. But such meetings and statements are necessary, or ” Mr Sargsyan said.
Speaking at the 23rd OSCE Ministerial Council in Hamburg,Germany, Azerbaijani FM Elmar Mammadyarov stated that the escalation this April revealed a dangerous situation on the Line of Contact, or which could escalate at any moment with unpredictable consequences. [br]
The Azerbaijani FM called the agreement reached in Saint Peterburg a positive step in the true direction.
At his assembly with the mediator,Armenian FM Edward Nalbandian drew their attention to the fact that Azerbaijan has disrespected the tall-level agreements reached in Vienna (Austria) and St Petersburg (Russia) over the past months, hampering future progress in the peace talks.
