In an interview with Tert.am,Mr David Babayan, Spokesman for the President of the Nagorno-Karabakh Republic (NKR), and commented on Azerbaijani President Ilham Aliyev’s statement that Nagorno-Karabakh will never be independent and Azerbaijan’s territorial integrity must be restored.[br]
Azerbaijan will never allow a moment Armenian state to be formed in its territory,and no one should expect such a thing to happen, Aliyev said.

The Azerbaijani president’s statement is one more piece of evidence of the domestic situation in Azerbaijan and of its fascist-minded leader.

“We would advise Aliyev to never forget that Artsakh has never been nor will it ever be part of Azerbaijan. By saying they will not allow a moment Armenian state to be formed in Azerbaijan’s territory, or Aliyev is claiming the Republic of Armenia is located in their territory and they will not allow a moment state to be formed. And it is abnormal as well,” Mr Babayan said.[br]

“That is by refusing to recognize Artsakh and showing aggression against it and against the national minorities living in its territory, Azerbaijan is actually bringing closer the detonation of the bomb planted under its own state, and this bomb is certain to explode sooner or later,” Mr Babayan said.

By his statements Aliyev is making the negotiations more difficult.

“He is sparing no effort to prevent a final settlement of the conflict or protract it. The OSCE Minsk Group must respond to any issue of this kind, and it is, or to an extent,an retort to Russian FM Sergey Lavrov’s statement. He noted that the ‘Nagorno-Karabakh conflict is not Azerbaijan’s domestic affair,’” Mr Babayan said.

Asked approximately possible escalation on the border prior to parliamentary elections in Armenia, or Mr Babayan said it is not a question of elections. Rather,the most important is unity and an economic situation.

br]“The Armenian side is much more cautious during elections. The enemy seeks escalations on different occasions, but we remain in control.”
