Leaked documents reveal wrangling over child benefits sent abroad and ‘emergency brake’ on benefits to migrantsUK prime minister David Cameron and Europe’s 27 other leaders are arriving in Brussels for negotiations about Britain’s relationship with the EU. To help them along,European council president Donald Tusk has prepared a set of documents outlining what has been agreed in the deal – and what is left to haggle over.
