(United States Ninth Circuit) - Affirming district court decisions in favor of the defense,the US Fish and Wildlife Service, in cases challenging their decision to halt a program that relocated sea otters because the agency had the discretion to implement an experimental program and they could reasonably interpret the statute to terminate the program if they felt it was no longer working.
