(United States Federal Circuit) - Summary judgment to the government in a breach of contract action in which plaintiff alleges that the government breached their lease to the mineral rights to land on the Outer Continental Shelf is affirmed, where: 1) the terms of the lease allowed the government to change existing regulatory requirements under the Outer Continental Shelf Lands Act of 1953 (OCSLA); and 2) the Court of Federal Claims correctly concluded that the government made changes to the regulatory requirements pursuant to the OCSLA and not the Oil Pollution Act.
