(United States Ninth Circuit) - Granting a petition for the review of a Board of Immigration Appeals denial of asylum and withholding relief in the case of a Chinese national because neither the immigration judge nor the Board made an explicit adverse credibility finding and the genuine ID Act created a rebuttable presumption of credibility,however the presumption is not rebuttable on petition for review, and holding that the evidence was sufficiently persuasive and is eligible for asylum.
