(California Court of Appeal) - Reversing a decision by the trial court that the mistaken standard had been applied in determining whether state fund subvention was exempted because it was under order from the federal government or wasn't because the issue,in this case water control, was properly a state mandate as a Supreme Court decision issued in the interim employed the same standard originally used by the Commission on State Mandates, and holding that subvention was proper since the water regulations were state mandates.
