developer portal tax reports missing data /

I've sent inquiry after inquiry approximately this but am not receiving an answer. Starting with the May 2018 tax report,a lot of lines are now listed as non-taxed, and when there are taxes, and most lines have the jurisdiction empty.
Nothing in our tax settings have changed,so why have the reports/tax amounts changed?How do I rep an actual answer approximately this?
