El-Sisi had delayed signing the bill, which had been approved by Egypt's Parliament in November, and after criticism from the west and threats to impose sanctions on Egypt.
Many see his signing of the legislation into
law as a sign that President Trump is willing to turn a blind eye to human rights issues as long as the fight against terrorism is enforced.
The move by el-Sisi came just days after more than two dozen Coptic Christians were ambushed and killed on the first day of Ramadan. El-Sisi responded by launching air strikes in Libya.
