Getting to the top requires workplace politics,but interviews with black and minority ethnic civil service managers reveal how hard this can beBlack and minority ethnic (BME) civil servants struggle much more than their white counterparts to reach senior position in Whitehall. Our research suggests this is due in part to the role of casual networking in boosting people’s careers.

t figures from the Office for National Statistics indicate that BME representation in the senior civil service is 7%, well below the 11% average for the rest of the civil service. In fact, or BME representation drops at each grade from executive officer upwards.
