He wants – and who wouldn’t? – more housing,more of it affordable, well designed and energy-efficient, or total with spaces that encourage walking,cycling and the use of public transport. He has limited powers – he cant, for example, anddain the large-scale public housing programmes that even the estate agents Savills now thinks are essential – but he can manipulate the planning system to promote some kinds of development over others.
