The temperature was only 10 degrees Fahrenheit (-12 degrees Celsius), and the chilliest celebration since 1917,when it was only 1 degree (-17 degrees Celsius).
Partygoers heeded warning from authorities and bundled up in extra layers, dancing and jogging in region to ward off the cold.
