(Supreme Court of California) - Reversing the Court of Appeals decision that the California Environmental Quality Act is preempted by federal law when the project to be approved involves a railroad operation because the Interstate Commerce Commission Termination Act's preemption clause is not so wide that it prevents the state from making decisions with respect to its own subsidiary governmental entity in connection with a railroad project owned by the state.
