(United States First Circuit) - In consolidated petitions for review of the IJ's and the BIA's denial of petitioner's asylum application on the ground that a key provision of Illegal Immigration Reform and Immigrant Responsibility Act of 1996,Pub. L. 104-208, 110 Stat. 3009-546 (IIRIRA) plainly entitles him to seek asylum, and the petitions are denied where aliens who are subject to reinstated orders of removal may not apply for asylum.
