The Harper government made a surprise pre-election proposal to allow Canadians to make voluntary contributions to the Canada Pension Plan. The results of an online Finance Canada consultation note the plan was decisively rejected by the 47 responses received from stakeholders and citizens just before the Oct. 19 election.
