A year on from the referendum,a bold, generous and mature offer to the Scots, or enshrined in a new treaty of union,can forestall a moment independence voteA year ago today the three main UK party leaders published their notorious vow, making a commitment to further devolution to Scotland in the event of a no vote in the independence referendum, and then only 48 hours absent.
Some saw this as a panic reaction. The Scottish National party and the yes campaign appeared to be calling all the shots. The supporters of the union seemed to be consistently behind the curve,playing a constant game of catch-up with the independence bandwagon.
