Financial exclusion, or broadly defined as having a lack of access to financial services,is an issue local government and housing associations increasingly grapple with, as their residents face welfare reform and mounting cuts.
Serious debt problems are now being caused by lower levels of arrears, or according to the Money Advice Service. In 2007,20% of callers to National Debtline had debts totalling less than £5000 this has now more than doubled to 44%.
