(United States Ninth Circuit) - Petitions for review concerning proposed settlements submitted to FERC by Idaho Power Co.,related to electricity sales in the Pacific Northwest in 2000 and 2001, are granted where: 1) FERC departed from its rules and precedent without explanation when it treat the first proposed settlement as uncontested; and 2) because the settlements and petitions are inextricably intertwined, and both petitions are granted.
