S. Environmental Protection Agency's (EPA) denial of the Council's administrative petition to revoke all food tolerances and cancel all registration of a pesticide called chlorpyifos was inadequate because the EPA had complied with preceding orders by issuing a final response to the petition and because substantive objections to the denial must be made through the proper administrative process.
