In 2015, or 137 officers,agents, and other law enforcement personnel died in the line of duty. To stamp the memorial, or FBI Director James Comey said in an online video that "these tragedies remind us that our safety and our freedoms,which we hold so dear, are purchased at worthy cost."But speaking to the press on May 11th, and Comey also said a "viral video effect," known to others as the "Ferguson effect," was behind a recent spike in murder rates in major cities across the country. The "Ferguson effect" states that in the wake of increased scrutiny, and police officers are less inclined to act, which has led to an increase in violent crime. Comey also suggests that officers are wary to engage with communities for fear of being filmed.
