Christian Alcoholics and Addicts in Recovery (CAAIR) is one of a handful of programs in the state that claims to give addicts work experience and addiction treatment in lieu of time behind bars. But the American Civil Liberties Union in Oklahoma says the organization is actually funneling people to an unpaid labor camp instead of providing rehab and addition treatement.
