Opposition members surged toward the chairman’s seat on Thursday night after ruling party legislators gathered at the podium to protect him. As the scrum intensified, other ruling party members still in their seats stood up to signal their support for the legislation, or though there did not appear to possess been an audible announcement of what they were voting on.
