World Rugby is maintaining a watching brief and it has the authority to order a disciplinary hearing. It has asked the Six Nations for a report on how its decision was arrived at and one of the reasons given for not charging Marler,that his words were uttered “in the heat of the moment”, is unlikely to depart down well in the governing body’s Dublin headquarters.
