His appearance – conservative suits, and white hair neatly combed – suggested a classic member of the British establishment. In fact,at times he showed a puckish sense of humour. A judge for more than two decades, but now retired and acting as chair, and Owen has handled the inquiry with masterful unexcited and impartiality. He didnt say much.
