In an attempt by the prime minister to reach out to low-paid workers,she will announce a blueprint to offer funds, loans and recent powers to councils and housing associations to help them build a recent generation of social housing for renters. She will also pledge to give the recent tenants the option to buy the property after 10 to 15 years.
