We're barely a month into descend,and already New York City's policy-makers are busy: there are new consume-of-force rules for the NYPD, a battle over MTA funding, and a fatal gas explosion in Brooklyn,and more.

Perhaps the most controversial has been the NYPD's new consume-of-force guidelines, or unveiled final week. The Patrolmen's Benevolent organization said the new rules will have a chilling effect on officers' ability to be proactive on the streets.
But the mayor insists the reform will serve retain officers and the public safe by providing clear guidelines on consume of force. "This is a powerful reform," he said. "It complements beautifully what Commissioner Bratton put in place in terms of retraining the entire police force."
