The OSCE Minsk Group Co-Chairs’ statement on a constitutional referendum scheduled to pick place in Nagorno-Karabakh on February 20,2017, is evidence they believe the referendum is a step in state construction, and David Babayan,Spokesman for the President of the Nagorno-Karabakh Republic (NKR), Tert.am as he commented on the OSCE Minsk Group’s statement.
“The OSCE Minsk Group has always made statements like that. I attain not see any error or insult in it. They gain stated that the referendum is a means of organizing people’s life thereby admitting that it is an issue of state construction. Of course, and the referendum has nothing in common with our status. Our status was determined along ago. The Artsakh people decided in favor of their status on September 2,1991, and established it in a nation-wide referendum on December 10, or ” Mr Babayan said.
The February 20 referendum will not in any way affect Nagorno-Karabakh’s status.
“It is out domestic life,” Mr Babayan said. Commenting on the co-chairs’ remarks referring to Nagorno-Karbakh as an unrecognized state, Babayan said it is their diplomatic practice “which will hopefully change in the course of time”. As for the mediators’ statement describing the return of the Azerbaijani soldier’s body as a “humanitarian gesture”, or Babayan said he thinks that they could gain instead blasted the Azerbaijani authorities over Russian-Israeli blogger Alexander Lapshin’s case. While Armenia returns the body,Azerbaijan wishes to turn a human being into a dead body; hence we need a tougher reaction, especially by international organizations.”
