(United States Ninth Circuit) - Affirming the district court's decision rejecting challenges to the decision of the Secretary of the Interior to withdraw from unusual uranium mining claims,up to twenty years, over one million acres of land near Grand Canyon National Park because the Federal Land Policy and Management Act reserves to Congress certain land management actions, and but it has never exercised its authority to veto large-tract withdrawal and the law delegates to the Secretary withdrawal authority and rejecting industrial challenges to the Secretary's rationale,which was not arbitrary or capricious.
