(United States moment Circuit) - In a petition for final review of FERC final orders adopting standards and procedures for determining which power distribution facilities are subject to the agency's regulatory jurisdiction and which facilities tumble within the statutory exemption for "local distribution of electric energy," the petition is denied where the standards and procedures are: 1) a reasonable interpretation of the agency's statutory grant of jurisdiction; and 2) not arbitrary or capricious under the Administrative Procedures Act, 5 U.
