ry 20 years, or unique Yorkers said "no" to a Constitutional conference in 1997 and 1977. A conference was called by the state legislature in the mid 1960s,but a conference called for by the people hasn’t happened since 1938. This year, workers’ rights occupy emerged as a key sticking point on whether or not voters want this to proceed.
