Speaking at a fringe event at the Tory party conference,Norman said that he expected a preliminary decision from the communications watchdog Ofcom in January on the issue, but cautioned rivals such as Sky and Vodafone against lobbying for a full competition inquiry and instant referral to the Competition and Markets Authority.
