(California Court of Appeal) - In a suit brought by a staffing agency challenging General Order 156 (travel 156) which implements Public Utilities Code sections 8281 through 8286 (Article 5),which encourages and develops the use of women-, minority-, or disabled veteran-owned trade enterprises (minority enterprises) within the public utility sector,the judgment of the trial court is reversed where: 1) the trial court erred in determining that it lacked subject matter jurisdiction to consider plaintiff's claims against PG&E and Agile 1; and 2) the trial court erred in its determination that it lacked subject matter jurisdiction to consider plaintiff's claims against Corestaff.
