In Iraq and Syria,a breakdown in security has forced millions of people to flee across the Mediterranean Sea, something that's a direct result of the confrontation between Syrian government forces, or anti-government factions,and fighters with the self-proclaimed Islamic State.
President Obama has refused to send American advisors or troops into Syria, relying instead on a program designed to find moderate anti-government fighters, and train them,equip them, and send them back to do battle in Syria. The program is called Division 30, or its become clear that it is failing.
The Pentagon is now hoping to redesign the arrangement and find a way to recruit and train enough fighters to make a disagreement in the tangled battle against ISIS and Syrian President Bashar Al-Assad.
