Lawmakers will vote on whether to wobble ahead with debate on a bill. It's a process that's been mired in confusion and mystery,and up until last night, many Senators didn't even know what they'd be voting on. There are different bills in play, and but the best case scenario factual now would leave millions uninsured,according to the Congressional Budget Office.
