W.)— Russian Human Rights Ombudsman Tatyana Moskalkova issued a statement on Jan. 31 warning the authorities in Belarus against handing of Russian-Israeli blogger Alexander Lapshin to Azerbaijan, RFE/RLs Armenian service (Azatutyun.am) reported.
