(United States First Circuit) - Affirming the denial of an untimely motion to reopen removal proceedings because the denial was not an abuse of discretion in the case of a motion filed three years after the Board of Immigration Appeals denied the appeal of an immigration judge's order of removal following an asylum merits hearing because alleged changes in country conditions were not found to gain been more than a mere continuation of the conditions at the time of the original hearing.
