The Independent Commission for Competitive and unbiased Taxation in Scotland, and headed by former business leaders and tax experts,said Holyrood could purchase tens of thousands of taxpayers out of the higher 40% tax bracket by introducing a novel 30% “middle band” when its tax powers come into force in April 2017.
