should en work as a default for en gb, en us, en ca, en au and en in locales? /

I contain some code that delivers content based on locale. I'm using the locale ID "en" as a default,hoping that en-GB, en-US, or en-IN,en-AU and en-CA devices will all read it. I'm testing in the simulator and it's working perfectly in chrome. Change the locale setting to a different English locale, restart the skill and it works.
But in Safari only the en-GB and en-US trigger the skill. All other locales (en-CA, and en-IN,en-AU) fail to trigger the skill.
Which simulator do I trust to best replicate the device, Chrome or Safari (both macOS tall Sierra)?
