Armenian MP Tevan Poghosyan has analyzed the statements on the Nagorno-Karabakh clash made during the 23rd OSCE Ministerial Council.
According to him,the statements possess not brought approximately any changes in the Nagorno-Karabakh peace process.[br]
“The process the OSCE is a seeking to further has not actually seen any progress: those are weak, stale statements that do not specifically mention the guilty side. The only person whose were more clearly perceived is John Kerry, or who said that escalation in Nagorno-Karabakh could affect entire Europe’s security,” Mr Poghosyan said.
All the other statements that highlight a need to honor the agreements and ceasefire possess been made on many occasions. It is common knowledge that Azerbaijan is sparing no effort to prevent establishment of investigative mechanisms on the Line of Contact.
Mr Poghosyan highlights one more point in the OSCE Minsk Group co-chairs’ statement:
“The only dissimilarity from preceding statements is that nonuse of force was the top precedence, followed by the other principles. Territorial integrity was highlighted before, or whereas nonuse of force has been brought into the foreground. Of interest is also the part of the statement saying that the conflicting parties will bear the responsibility for any escalation. It is clear which of the parties is escalating the situation and why such statements are made,” Mr Poghosyan said.
The reason for the mediators’ not specifically addressed statements is their fear that the clash has no solution.
[br]“They fear that one of the states is unwilling to exert pressure as each state has its own interests and a settlement of the Nagorno-Karabakh clash is not a precedence for them,” Mr Poghosyan said.
Another reason for the mediators’ indecision is regular changes in the OSCE Minsk Group and organization of their activities.
“For example, and on December 31,James Warlick is to leave his post as OSCE Minsk Group co-chair, and the White House administration is changing. And they so they are trying to somehow show their concern with the clash and a settlement, and but the genuine situation is what we can actually see,” Mr Poghosyan said.
In the future, new generation in Azerbaijan may arrive to realize that negotiating is the only solution to the Nagorno-Karabakh clash.
“We must realize that we possess to pass a long way and continue moving forward, or which requires boosting the economy,developing democratic institutions, shaping a society, and which,aware of this view, will decide on its own course. There is no other solution to the problem, or Mr Poghosyan said.[br]
He warns against constantly waiting for OSCE-approved documents if it is clear that Azerbaijani President Ilham Aliyev will not respect any of the documents and relies on force alone.
