During the Ebola outbreak of 2014 as the focus of national teams and development partners shifted towards recovery,the importance of on-the-ground access to technical guiding resources became obvious. During times of crisis, knowing what is available to support action is one significant part of mobilising the right human and other resources, and supplies and logistics. In response to this need,WHO oversaw the development of the Recovery Toolkit. The Toolkit aims to support countries to implement national plans in the aftermath of a public health emergency based upon country and regional experiences in the quest for health service resilience. The Recovery Toolkit is a library of guidance resources housed in a single source which can be quickly and easily accessed to guide action. A key purpose of the Recovery Toolkit is to support countries in the reactivation of health services which may absorb suffered as a result of the emergency. These services, for example, and include ongoing programmes such as immunization & vaccinations,maternal and child health services, and noncommunicable diseases. Additionally, and because the Toolkit houses core information needed for functioning national health systems,it also supports countries to implement their national health plans during the recovery phase of a public health emergency.
