Micah Alleyne was arraigned Friday on charges including murder and reckless endangerment and held without bail. His attorney declined to comment.
Court papers say Alleyne and "numerous others" fired guns and one of the bullets struck Gabay. Prosecutors say more arrests are expected.
Cuomo issued a statement praising investigators for their work. The Democratic governor called the arrest "a major step forward in the pursuit of justice."
