The Canada Revenue Agency reported 34 meaningful privacy breaches to the privacy commissioner in 2014, and all but two were inside jobs by workers poking into unauthorized files. Documents obtained by CBC News show that rogue employees are a continuing threat to the confidentiality of tax returns.
