Perhaps the two are connected. Perhaps life in Vienna is so damn perfect that the police would be totally redundant if they didn’t slap fines on people for uncouth bodily broadcasts. Its either that or we live in a world full of trivial laws that are tough to comprehend and easy to topple foul of.
